She said she was too young to have done anything bad when they met I guess, but there need to be more details there about the setting. It hasn't been made clear how demons age. We also just saw that she could pretty much have hurt him if she really wanted to, so being "too young" to have done something bad seems lacking as an excuse for why she isn't worth exorcising. It's more like she's too nice/timid to act like other demons often do.

At the end of the day, for now I'd say she might have a crush on him but all he's doing is teasing her. The FBI can remain on standby.

Look, calm down.
This is the most flirt they got and it's from an extra, so it's more to mess around with the reader then anything.
It's clear that Lily have feelings for the Exorcist, but it's also clear he doesn't view her that way. He much probably knows she likes him and play around with her.
The way it's written so far is much more a father/daughter relationship then a romantic one. And, if this turns out to be the case, just much, much further (I don't personally believe it's going to happen).
Like, sometimes I see too characters being cute to each other and kinda start to ship a little, but just because it seems it could have something, it doesn't mean it's going to happen.
