Well, unfortunately, the official publisher page for Tasogare no hito, https://kisscomic.com/c/tasogarenohito, only links to the comic-days site. The mangaka's twitter, https://twitter.com/moya_moe, hasn't said anything about Tasogare no hito in a long time. They currently appear to be working on a series called 私のアリカ which already has 4 volumes out. I suspect Tasogare no hito was just a oneshot masquerading as a chapter 1... and it didn't garner enough attention to get serialized.

No if you check their Twitter they mentioned things got postponed. Back in December they said they’d release chapter 2 soon-ish but due to lack of skill it was delayed. Ah, well if the first chapter was released July 25 last year, then on Dec 26th they say chapter 2 is "soonish", but now we're at March 25th and it still hasn't surfaced, I kind of have to question the viability of that release schedule. Looking like one chapter a year. Maybe.
