Yes there is. See phrases like "Sowing the seeds of hope" or "Sowing the seeds of a revolution" this does not involve literal physical seeds.
In this case the joke is that Mia Is considering starting a garden of her own that would involve literal physical seeds.

this title of this short story is actually a reference and joke to one of the LN chapters, which is called Princess Mia... Sows Seeds. Iirc, it's the one where she first meets with Abel
