Rather than seeding people, shouldn't they be forming plans of infrastructure and administration to at least pretend that benefits are going to trickle down to others?
They would, if this were in any way a democratic society with equality. However, as far as I can tell from this story the Queen holds supreme authority backed by superhuman powers, and delegates power to her vassals. To that end, it makes sense that she would consolidate power to her followers who choose to side with her. Spreading out her resources and having them possibly get into the hands of opposing factions makes no sense. So long as the Queen's faction has supreme power, then it doesn't matter if the weaker, opposing factions get surly.

It seems strange to me that she would want him to go off and start impregnating other women before herself. The current Queen has those stipulations in place, preventing him from impregnating the princess till a later date, so I took that last statement the princess made as missing a "me" cause the princess wants to ignore the stipulations and get right to baby making, so she can have a child (or multiple to ensure a female S grade) ahead of any other women.
