Japanese people are so fucking retarded, that such stupid bullshit is believable as a story plot for them. Their entire conformist society, along with their attitude of ignoring issues or mentality of "don't do anything because it'll cause more problems" is literally killing their entire nation and they don't care enough to actually do anything about it.

Let's run a thought experiment. Say Koharu
did reject Inoue. What would happen?
Inoue is very popular in Koharu's school.
Everyone think he's cute. They don't see the bullying he puts Koharu through. They just think he's an adorable, slightly bratty tsundere boy. The girls want him. The boys want to be him.
To their eyes, Inoue's infatuation with Koharu is obvious, adorable, and totally innocent.
They would see Koharu rejecting him for (apparently) no reason as an insane and cruel thing to do.
"He's cute! He likes you! He's fun to be around! Why on earth would you ever reject him?"
Inoue obviously wouldn't just accept being rejected. He'd ramp up the pressure. Not only would he personally bully Koharu harder, but he'd tell the other boys lies about what she's like.
The boys would gossip among themselves, and to the other girls, absolutely ruining Koharu's reputation. She'd be the target of catty rumors and outright lies. Most of the school would believe some sort of lie about her. They'd all think she's an evil bitch who broke Inoue's heart for no reason.
And high-school friends are fickle. She'd be incredibly lucky if she had even one friend stick by her. Especially since anyone who did stick with her would also be pressured and bullied and lied about.
She'd be totally ostracized.
Whispered insults and jeers from the boys, and even worse from the girls. They'd bully her. Insult her. Even physically attack her, at times.
All because of one scorned, lying bitch.
At least, that's what Koharu thinks will happen.
