No he wasn't, the Man-Eater that half-ate Haruki was likely something like his spawn, similar to what Ohma's Man-Eater produced in the parking garage. Remember how we saw both still alive in chapter 79?

Robin is likely responsible for the smaller spawn Man-Eater existing, since if you remember from the flashback chapters Haruki notes how the isopod Man-Eater is similar to a bigger one they took care of the other day.
