So did Fatima anticipate the letter being intercepted? I dont understand how the balance of power is such that Boraqchin knows Toregene/Fatima are scheming with Kochu but is not doing anything to them. Toregene aside she could easily just kill Fatima to make this whole thing simpler to manage.

Boraqchin might have reasons to believe Fatima might be willing to sell her out to the House of Tolui. As such, she needs to stay vigilant and look for an opening.
