I get not wanting to impose on classmates, but he’s a damn kid with no parent around, he can at least ask public authorities what he’s supposed to do!Regarding him not calling anyone, wasn't it made fairly clear in this chapter that he's just against the idea of "imposing" on people? Like, when she offers to help he refuses until she guilts him into going with her by implying that he's insulting her by refusing. It's probably partly due to his whole people-pleaser thing, but also that's actually kind of the standard mindset in Japan? Like, "not bothering people" is generally seen as a pretty important virtue. (Though he's obviously taking it a bit too far by setting himself up to die.)
Plus, it's a generic romcom adapted from a light novel that was probably adapted from a web novel. Did you expect a set-up that wasn't contrived?
