The problem were his words, not the hugging. "I can't live without Masako~" is in context to the other two panels. He can't "live" (ie have housing, eat, etc) without her because she's footing the bills.

I guess.... but there seems to be some issues with her not properly communicating and acting like S men are horrible while being an S herself...
