I agree with everything you've said so far, but don't forget Magnolia has 30 years backing her up, and paving the way for her new "toddler years" since she reincarnated into that world. If it was anyone else without years of prior experience, they would probably be mocked and laughed out of the room, and then told to go play somewhere. I do think the Author is doing a good job, not making it easy for Magnolia to accomplish her goals. The Gatekeepers do their job, until they are later forced to eat a slice of humble pie or choke on it.Kind of an amazing chapter, even if it was as dense as it was, like @UncleKaos said.
This series feels like it shouldn't be as good as it is, given the protagonist is barely out of her toddler years but acting as a head of estate for an influential family (though having to do so whilst being constantly harangued for it by said family, of course). But the author manages to make it work, and even account for it by other characters scoffing or blocking her way at first, only to be bowled over by sheer competency and force of will.
But it helps that it seems to really account for the nitty gritty of nation state affairs and economics & policy and the like. Getting more granular with things that are often handwaved in "fantasy isekai" stories goes a long way toward raising my estimation of a series, and having a spunky protagonist with unusual circumstances that's factored into her own story and the larger narrative is icing on the cake.
