It is indeed problem on publishers' or author' side. Health issue, print issue, magazine goes on summer vacation, you name it. Why, because all this summer there wasn't any new raws for this manga. Even now some sites don't have them.

Nope. It's still being updated as per usual on Manga Up which is a digital manga publishing service akin to Jump+, and is already on Chapter 78, so it's not a publisher or author issue. And Rawkuma is already on Chapter 75 for their raws(Which was uploaded just today). So it's more so the translator not having as much time, or they are taking their time with it, since they have many other projects.
