@Bramia : It is one list that could have valid reasons for someone needing to remove. It could easily be a copy meant to be sent to (or recently sent from) another cell, they need to send updates somehow. Plus field operatives could easily need a copy to verify if someone is on the list when they or a new adventurer enters a town. since adventures move around.
Most documents are likely to be static, of related to that village specifically.
