just saying my dad once went in the army for a few years, when he came back he was quite rusty in our native tongue after only a few years of just english. I doubt someone with 9 years (from 3 to 12 years old), could read kanji like it's the most normal thing ever. I believe he would at least feel weird and rusty about it first. (just a guess tho)
