Believe it or not, in some American States, there are laws that prevent the homes inside city limits from having a fence that block law enforcement from visually inspecting the front of a residential house.
There are ways around it, involving costly permits and legal redtape, but if a home owner has a fence at all, the front facing one won't be taller then about a meter.
Really? In Jakarta, visibility’s not a concern since the cops don’t patrol the roads (only junctions where they can “fish” fines, justified or not). In fact, houses in city limits (i.e. the province of DKI Jakarta) generally have higher fences than outside, even in complexes…the only time you’d see a fence lower than 2 meters (3 on richer areas) is if it’s a movable wire fence for townhouses/offices (which have their own security measures such as security guards or iron shutters), or old houses from the last millennia, where budgets for fences are lower, and concerns of robbery are more within the realms of “how fast can a cop arrive to save the robbers before the whole neighborhood lynches them”.
You need to understand that those fences do keep people out, they just aren't meant to stop robbers (though they do make things more annoying and can slow them down).
But they also keep people off the lawn and stop people walking dogs from allowing their dogs to poop on there....
We do still have robber issues in Jakarta. Not as bad as last millennia (where you can get mugged on the car/motorbike), but they do get more brazen (sometimes in daylight) with the burglary sometimes if there are not enough camera coverage. The fences only prevent any but the most kitted-out and determined burglars from entering, since those will resort to more destructive or unusual ways (acid, having a motorbike pull out light fences from its rails, climbing in from another building, bolt cutters, glass cutters, etc.)
So the fences does still help you from minimizing the damage since it’s not like every robber out there’s a seasoned vet with a whole kit & crew. Most are just a guy with a ladder/climbing skills, and a very tall wall with barbed/razor wire is generally enough to stop those entry-level bozos from just walking in.
And also the aforementioned protection from external dog crap sources.
