He can only speak human in human form, all the other times he had the bunny act as an intermediary with it's telepathy.

No, he can't. At least, he's definitely never been shown able to when not using his human transformation, and even when he did (in chapter 43) he only said 2 words that weren't implied to be communicated by ball rabbit instead. He can understand humans, but his mouth might just not be able to form the words, hence his reliance on the telepathic translator.
