He has a mouth, tongue, and lungs. He has Level 3 skill of the language every human has spoke thus far. He was able to talk to the cat girl in his human form. Unless there is a curse on him that specifically prevents him from producing sound, there is no reason he shouldn't be able to speak out loud in his dragon form. No reason.
I've seen a number of manga do this. Where a former human becomes a dog or monster. And suddenly can't talk. Granted, learning a new language takes time and practice. But once they know it, they should be able to speak words out loud. Instead, every character this has ever happened to, acts like they have the curse of mute, or act like they're mouth has been sown shut.
And it's never acknowledged or thought of to just try making noise using your breath, tongue, and teeth to produce sounds. Authors act like it's not even a basic option to consider. So weird. Would make much more sense being cursed or silenced as a status ailment.

some animals like Parrots and many mimicking birds actually uses almost only their tongue and vocal cords to imitate human speech, but they can do way more sounds than we can
This is why people that has lost all their teeth, or damage their lips in ways that destroy or deform elements of our mouths have a VERY hard time speaking or they voices change
In short we have a very unique face structure in the animal kingdom and even slight variations or missing elements can alter our ability to speak
