Most likely getting to read official translations in Vietnamese is rarer than English, so fan groups translating it to their language might have more motivation / reason to do so.
Also licencing and its enforcement (DMCA and the like) on English translations is probably more likely and easier than licencing in a language like Vietnamese that is practically spoken only in their country.
Hence less risk of being interfered with by official publishers.
So their fan translations have less risk, issues and obstacles compared to widely used languages like English.
That is my guess.
