Depends on the bear. A panda has something resembling a thumb and enough mobility in it's phalanges to grab stuff, but while brown bears (and probably others, though I don't know jack about most of them) can move their fingers to get a better hold on stuff (for climbing and foraging, mostly), I don't think they could get a good grip on thin objects.

Then again, it could be a BS fantasy bear with octopus suckers on it's paws and jet engines up it's ass, so what do we know?
