Her brother explained her maturity and technical prowess with mana by attributing it to her time at the frontier, but also didn't reveal that the Orlbans can actually see mana (which helped considerably in diagnosing the prince and figuring out how to manipulate mana). So I'd say he's being a bit sneaky about it to keep this secret (although the crown prince and her brother's friend are both aware).

I can't quite recall the earliest parts of the manga, but she had touched a magic stone even before her time at the frontier. She was interested in magic from the beginning, but being at the frontier meant she had considerable freedom which she likely wouldn't have had at home (because safety).
