Holy fuck that guy is stupid. He has the agriculturally strongest country and their only problem is that they don't have enough magic to make magical technology. I am pretty sure that they could use their agricultural power as a leverage against both Wester and Kingdom to get either magic stones from Wester or more magical devices from Kingdom.

They even could arrange marriages with the branch families of the higher nobles or with lesser nobles from Kingdom to increase the amount of magic in their own country. Like as far as we know the lesser nobles of Kingdom have enough magic power to refill small magic stones for personal use, and that may even apply to a decent portion of the commoners that are descendants of the nobility.

From the sound of things, the kingdom enforced marriage restrictions on all royalty and nobility and with how much monopoly the kingdom has with people capable of using magic tools, they aren't willing to let their citizens go. I'm pretty sure that's how Wester got into a crisis with their barrier, only the kingdom has the means to make a person who is capable of producing large amounts of mana.

Remember, a noble in the kingdom is more likely be born with ability to produce and store large amounts of mana regardless if they were royalty or from the four great houses. There's even a job requirement of having mana if you were to apply as a servant to a noble house. They really have a monopoly in this area.
