My theory is that it's because some cultures, including Japan, came up with other ways to clean themselves. Ancient Greeks and Romans used oil and scraping, for example, even though other cultures at the same time were using soap. Japanese typically used abrasive sands up until the early 20th century, so they haven't internalized the fact that soap has been around since ancient Mesopotamia or longer.https://en.wikipedia.org/wiki/Soap#History
