Regarding the translator's note.
Birdy is Altan. Considering what we've seen about how the Federation treats Altans, it would be entirely plausible that Altans (inlcuding Birdy) are intentionally not taught about the remnants of the Altan empire.

That means Birdy not having learned about the remnants doesn't necessarily require any disregard by the Federation bigwigs.
