This guy is smart enough to come up with the TTS idea and work out the details (what app to use, making sure it's safe, how to set it all up on her phone, etc.), but dumb enough to not go to a pirate site and find a DRM-free version of the book that he could just copy/paste into the app? If it's old enough that she grew up reading it, it's definitely there.

It would've been better to have him set up the app and text in one day, and then have him spend a couple days helping her learn how to use the app to communicate. They could talk and she could learn how to use the app while she learned more about him.

I loved this one, Shizuka deserves to be happy, make the library loli happy Rentarou.

I mean, nothing says that they live in the same time period as us tho
they have modern smartphones so it can't be any earlier then 2007 which is when the first iPhone came out, which by that point e-books already existed for a long time, heck one of the first commerical e-readers was the Sony Data Discman which came out in 1992, heck the concept of the e-reader can trace all the way back to a 1930 manifesto by Bob Brown called "The Readies"

also Google Play Books launched in 2010, while Kindle launched in 2007 around half a year after the first iPhone

True but that doesn't mean those were available, and even if they were that doesn't mean that specific book was on store, especially since the popularization of e-books skyrocket when kindle became a thing, and even so considering it's Japan the tech could have come last there, so...yeah

oh right, that makes sense, even today I highly doubt every single book would be available digitally, especially obscure ones
