Yep, that's her. It's shown/described in a previous chapter (101) that she was (is?) a maid of the hanazono household, formerly the head maid. That's how Mai came to meet Mei in the first place—effectively a bring your (grand)daughter to work day. It stands to reason, therefore, that her grandmother was the head maid while Hahari was growing up.
