I was thinking that they made her naive like that as a cheap way to world build for the readers and was about to be really disappointed, but then it also hit me that she might be an other worlder. Like duh, me, I did find this from searching the "reincarnation" theme tag and there's an "isekai" genre tag too lol

I think I can conclude that the person that the dragon actually likes is the so called "villainess" or basically the main female character/the 'villainess' who got banished because the dragon got upset when the event happened, right? Instead of the dragon feeling upset for the supposedly heroin/main character, the dragon was upset because the person he/she favored was accused, bullied, etc. by other people. I think this can make sense of a lot of things since the dragon wouldn't show the emotion of being upset, if the person who is bullying his/her favored person has their engagement annulled and adding to the fact that his/her most favored person is most likely going to get engaged with the person she (I'm just saying "she" for the sake of it, the person is still unknown) likes/loves.
