How does it lower the stakes?

First and foremost... the hint that there was at least some "time" related thing there since the beginning, if this wasn't the far future where civilization was just using the advanced remains of technology there was the option that this was a space colony, with advanced remains, gone wrong.

Second, it is pretty clear the guys up top that thought this was a good idea, don't understand this power entirely, if what the pope said is true, they got this power by accident with the meteorite, then when things started to escalate the first stupid thing that came to mind was "world domination", which is a dumb and unoriginal idea... which the ones in power would totally see as the ultimate goal.

And I think that we can infer, that there are limitations to the things they can or are willing to do, with how the obvious time stream pollution they cause, if they aren't careful things could go so wrong that not even safeguarding their souls would make a difference.
