In Lucas' case, it might just be that Dad guy's precognition can not properly predict people's flowering.Zoe thwarted Dad's foresight by accelerating her own time, so now we know what it's like when something interferes with foresight while remaining in its sight. This seems to confirm that the way Lucas' power thwarted foresight was not by messing with Time (making it harder to read, like a smokescreen or troubled waters), but instead by bypassing Time as the "rule of becoming", as if inserting an event into it from the side, changing the world's DNA. My guess is that even the Pope doesn't know what Lucas' power really is.
Certainly, the proper "place" of Desire is "hidden inbetween sideways", and if Lucas' power is indeed the manifestation of an aspect of Desire hidden or repressed by the world, it would make sense that its effect should intrude into it thus, as through a backdoor, rather than proceed through the "main door" like other things. Even as the clone guys were left wondering why they were trying to kill the Garland, the world-itself is left wondering why that flowering occured in it at that place and that time.
