abt the page 1 thing, we could have 2 interpretations:
1) the mangaka fucked up and forgot
2) the war de-escalated in ch7 but some time passed and by the time ch8 hits it escalated again because theocracies are dicks.

IMO it's probably (1) and it was an oversight.
