I don't think he's p**** has been cut off. If he were to dethrone the Emperor and kill the Empress Dowager and take over, he would need to continue his lineage. Plus, nowhere in the story has yet to say he was castrated. Because there is the smallest chance, that his Master managed to find a way for it to not happen.

It's sad that these two guys would've been great friends without any hidden agenda if not for the past grudges (which I totally understand, the MC's revenge is 100% justified and I would've aimed for the same in his place). Even if the MC doesn't directly harm this guy, there is no way revenge against that bitch can be just water under the bridge
