I think it's less a case of "information overload" (e.g. trying to read too many bits of text at once, or having text that's so damn tiny trying to read it hurts your eyes), and more "thought pattern(s) being drowned out by noise" (e.g. a whole page that's just dipped in ink, so there's no writing to even try to read)
