"Blue metal" threw me off. So I went looking at the raw expecting the kanji for "blue" and "metal", which would have meant "lead", but no. It was actually katakana (ブルーメタル) and now I'm confused.

Every time in these stories MC builds a town and everyone acts like nobody has built a town in the world before, even though there's obviously large citys and stuff.

Assuming the authour has a plan,
I would expect it was originally going to be just for indusrty and threshing wheat and is now going to be used for dynamo's and power generation.

I'm not sure what they're talking about either, but I'm guessing that the idea is that the wheel doesn't have to be right next to the the river? I mean, the water can be run through pipes and aqueducts and power the wheel elsewhere.
