I mean Fable is just a name given to an unknown assassin, there are probably a few under one umbrella. This is appears to be the guy from the first chapter that sends our Fable off to live a quiet life for a year, the art has changed somewhat so can't really say for sure.

Taking the Hakosuka along seems pretty dumb though, take a very loud unique car that everybody knows who it belongs to and who is living with it at the moment.

He's just the hand, probably. MC is one of the many fingers, and the brain won't even show his face to others. That's the type of organizational structure they must have to have utmost secrecy. They can cut off a finger or even their hand to get out of cuffs. Understanding your enemy is very important, and they probably don't want to be understood: hence the secrecy. They are public enemy number 1, after all.
