Baseless only to you. There were not even raws out about this part back then (so we didn't even know what author's intention was with this arc), but everyone's gut instincts told them this guy is full of crap. Except for you, who started defending him. :-D
Where is your god now? Once a trash, always a trash, one won't change "overnight". Opinions based on personal experiences are not baseless suspicions. Where do you think the collective moral codex you oh-so-willingly try to put in use when talking trash about Lila comes from? It comes from the experiences of many individuals. You can try to pee against this hard wind, maybe one day you will succeed. :-D
Once again, it's not hypocricy when people "forgive" Lila for what she did. It's the origins of the matter, she needed to hang out with the bullies to survive and she needed to occasionally show cruelty to stay among them... Once again, to survive after running away from her family. Too bad you can't seem to understand this.
This dude, however? He knew he wont hang out with those guys for too long, his literal survival did not hang on it (he had family unlike her). He just let Yuri be beaten up because he thought he could use same bullies for something in the future. Which he couldn't, thanks to MC.

On a side note, I don't think KB (korean bakugo) even heard his masterplan. He didn't see guys's face for so long, but I'm sure after what happened with Yuri (and KB got blamed for all of it) he must have wanted to punch his face so damned much, he is just this kind of guy.
