water will on carry a current through it if the water in question has minerals (aka the things that allow for free charges) in it, this is why distilled and pure water won't carry a current.

I agree that she's always been a little bratty, but this is a little much. She's threatening to set the gaurds on him for stealing. As a noble, she has all the power in this interaction while he can't even get medicine for his father. Best case scenario he gets arrested and loses a day of work (which can be really bad depending on his financial situation), worst case scenario he loses his hands or even his life, maybe his father's life for being the one to steal. She was just thinking that commoners were scared of her. Geez, I wonder why.
