Allow a group to be put into a dead state if a user can gather enough reasons (discord staff gone, last uploads very old, etc) after this autopsy is submitted and approved the group will be put into a dead state which frees up any mangas which they have control over or have restricted uploads to, allowing new groups to pick them up, if any member logs on they can switch the group back to being a normal group. The idea is to allow new groups to get mangas from dead groups mainly

This is fictional.

The idea that any group has the exclusive right to scanlate any manga, is not correct. If you wish to scanlate a manga that another group is doing –even if they are actively translating it — even if it is a major and well-established group with their own site– you are free to do so. No group can restrict uploads or prevent "sniping," although they can complain about it (but to no avail).
As the scanlator getting sniped, sometimes it is pretty heartbreaking... but at the end of the day it is completely understandable.

Because we don't want to end up in the scenario you are describing.

Scanlator groups dont have the rights to any series.
I agree if some people are doing a good job with some works and they take a little time with the next chapter, we all can have a busy pair of weeks, they deserve some consideration time from other people who want to put out their translations.
But if that people take various months without releasing any chapter, by all means go ahead if you have a good translation.

lol nobody is stopping anyone from also scanslating a series even if another is actively working on it.
Is it considered a dick move? To some, but mangadex does not stop anyone from doing so.
My group is shit in quality, so I tend not to step on any toes. However I rationalize any group not updating a series within the year as being dead/dropped, and cannot truly complain if I step in and take over.
If you wanna take something, take it. If yours is faster and/or better than whoever is doing it more power to you, the other group can just continue doing as they please as well. If people like their translation, they'll read their translation. If they like yours, they'll read yours.
