Interesting rule, while it does "ban" forced slave merchandising it doesn't null owning or the existance of said slaves so it is hypothetically possible gifting slaves or raising a slave like being is still possible if you don't have intent to "profit".
Which can probably cause loopholes if the slavers are daring enough to explore this new universal law.

Human Trafficking definition is the recruitment, transportation, transfer, harbouring or receipt of people through force, fraud or deception, with the aim of exploiting them for profit. Which is really broad concept which can lead to multiple humongous results.
Like can forced recruitment trigger it, if you send the non agreeing soldiers to another platoon to get a advantage in a war? Profit is not monetary only so how far and where is the line of the rule?
Are loan sharks fucked for deceiving people down on thier luck for profit since they have no "choice" other than to take it in thier mind?
The rule can also be used and abused against some black company like structures, where you signed a predatory contract of which outsource it's employee to different people's locations, because if the employee doesn't want to or is forced aka money/contracts anymore a Phantom just appears in front of the boss forcing to stop its work to improve work environment or stop production all together.
And even if we focus only on the transportation and transfer parts of human trafficking there probably a thousand loopholes which I can't be bothered to wright for your and mine interests.
