For those who don't know, apparently it isn't uncommon for the people in public to react like that, and the police to act like in this chapter in china in regards to domestic violence and scams, especially in relation to bribes and the elder generation in general. Scammers may also set up court sessions that are rigged in their favour too. It is built into their mentality to simply stay out of trouble that may arise from just about anything ranging from catching a pickpocket, stopping a fight or asking if they can help someone that is injured.

It doesn't seem many manhua include this mentality problem in their stories, but when you see something that seems very unlikely to occur like this in another country*, well now you know.

*iirc, Japan also has the "stay out of trouble" mentality but it is for different reasons.
