I think she's just one of the cleaners, not necessarily assassin. She showed up in Chapter 1 lol.

I KNEW I HAD SEEN HER BEFORE! That's such a nice way of a call back and introducing a character. And it also adds to making the setting seem alive, characters having lives outside of the story and connecting the setting together into something coherent. I love it.
