I think you are missing the premise.
Before ch 1 begins, the game has been out for a while as a regular mobile game. MC and the other top players are already at the level cap of 99 (btw MC is f2p). And the game is planning to increase the level cap to 130 in the next major update scheduled in two months.

However, before that major update, ch 1 event happened. MC's foster father deleted his account data. Then all the players got summoned into the game world.
Based on ch 3, all the players get to use their original account. That's why there are many who started at the max level.

But because MC's account was deleted, he had to restart from lv1.
