Now it's quite sure that Doroka is FMC.
When Chloe is very similar character to MC broken, betrayed, but she already reach that next level of being stoic- moving on, so having her back now would mean quick ending probably. Well, also there is reason why she wasn't resurrected now.
He didn't only do it that she wouldn't be hurt (physically) again, but also because of what he became and is at moment.
That gentle, happy and curious boy who she loved is gone as he became the thing she hates most brutal, cruel person using other just for his advantage. So for Chloe seeing her last thing worth living for like it would just break her heart.
Chloe still definitely will be revived later on either at the end (after creating happy place for her, probably they would have some mind connection till then) or somewhere in the middle of the story (powerful enemy and/or MC will get hurt and Doroka will do it) as support, but she isn't FMC. Would say it's very good for story, because know we will have more development of MC and him slowly changing from just blind revenge.
