Isn't the old pear tree simply the ultimate leader of the whole infected city? It merely keeps its own immediate surroundings clear because it doesn't want to attract attention to itself. By appearing benevolent, to the point of allowing a tribe of humans live around it, it's protecting itself. Meanwhile the rest of the city is a killing zone. You could call it hiding in plain sight.
