And that is flawed,since the shorter,faster,and more likely thing to be said in the heat of the moment is "THIEF!",and second would be "stealing is wrong!" because taking to long to say something is moments wasted instead of action.

Oh wait I just realized that maybe it's because her daughter is a minor or something.

Anyways I don't think it's really "moments wasted" because if you time yourself yelling out that sentence in real life I think you'll find it only takes around 5-7 seconds, and you can yell it out whilst moving to intervene in the situation.
