Philip's case shows just how bad it can get to be born a specialist, especially when you aren't born into nobility.

Not only are you severly restricted and monitored in where you are and aren't allowed to go, but you are also at risk to lose your identity and be reduced to 'that person that makes the crops grow'.

And that's not even taking in account if you can actually control your ability. If you are going to burn people just by looking at them, of course they are going to lock you up somewhere.

If I remember correctly, she is trying to set things up to be better, but mostly assumed that she was doomed to turn into a terrible person and ruler that would need to be executed. Thus, she was also advising her own subordinates to kill her in that situation.
