If it's not a bluff I don't see a reason why we didn't even see the maidservants actually receive a punishment in the first place, or at least get told what their punishment would be. I don't think thick enough plot armor exists to defend Ling if she actually pisses off the empress dowager that day anyway, to be honest. She's simply in no position to survive such a thing yet.
