Makes the most sense for it to be Ma Chao, considering we saw Huang Kui earlier in the chapter, so the story is likely going to focus on the north-west for a while.

Absolutely gotta be Ma Chao. The Red Hare Lu Bu received was from the same region that the Ma clan lived. Dong Zhao was originally in that area, so I imagine most of the horses around there are supposed to be similar to Red Hare in this story.
