I'm guessing that Raeliana's soul was supposed to be in Beatrice's body and the other way around. That's why that woman said it's assigned to the wrong body. Noah's fate is really the blonde one, beatrice but beatrice's and raeliana's soul got mixed up and ended up in the wrong body. It means that the soul inside of beatrice's body now is actually the original Raeliana.
