Well it is made clear that they are all competent on their jobs, even the king though he prefers to play still does his job well when needed, that they come off as imbeciles would be because they are acting while in love and that is knwon to make people do stupid things and to cause problems for the thought process of those in love when it involves the person they are enfatuated to.
