I thought it was her surname degurechaff being redacted, as it has 11 letters

Well, if anything, it doesn't seem as if not!Germany ended like our Germany. I think is one of those cases of negotiations that ended with the other powers declaring the war "won" and not!Germany accepting it instead of becoming an hegemon.
Though maybe it's because of Andrew's POV.
