It's because GD didn't scanlate chapters 17-20, they just ripped the official licensed translation and posted it under their own name, which is very much against the rules.

If you haven't noticed it, it's more than likely that Al is the one who suggested it(page 9). As to "why", probably to make their stance in the succession war, while everyone else trying to appeal to the emperor, they are willing to suggest what's necessary for the Empire. Though I remember they never touched this topic again in the future.
