I guess the reason why he's the strongest manager wasn't only because he's the only(?) manager that's also a hunter of B-rank or above, but also he could fight an S-rank although by the help of doping

@KuroAnsatsu they explained earlier that at b-rank or above there isn’t really a set criteria for higher ranks. As an example, maybe only mutants are classified as S-rank, even if they aren’t necessarily the strongest (this is a hypothetical example, for those who like to nitpick at everything). In other words, the upper ranks don’t necessarily tell us everything about overall strength

it didn't tell in comic but in this story highest rank normal human could gain is B-rank cuz a limit of battle power (while mutant has special power and paladin has aura to surpass that limit) that why some people show respect to MC when they know his rank

btw, MC's technic is quite high but that ain't calculated to rank since he still need equipment to make up his lack of power
